The PBAC is a Committee
under the Executive Board of the WHO that is mandated to perform specified
administrative work of the Executive Board. The Programme, Budget and Administration
Committee shall be composed of 14 members, two from each region, selected from
among Executive Board members, as well as the Chairman and a Vice-Chairman of
the Board, ex officio. The Committee shall meet twice annually. The Board may,
however, decide to convene extraordinary meetings of the Committee in order to
deal with urgent matters that fall within the terms of reference of the
Committee and that need to be considered between regular meetings of the
Committee. Committee members shall serve for a two-year period. There shall be
two office-bearers: a Chairman and a Vice-Chairman. They shall be appointed
from among Committee members, for a one-year term, or two sessions of the
Committee, in the first instance (with a possibility of extending for a further
year if they are still members of the Board).
Malaysia is not part of
Executive Board therefore PBAC but any member country is allowed to join and
participate in the PBAC meeting but has no voting privilege.
The Committee shall
review, provide guidance and, as appropriate, make recommendations to the
Executive Board on programme planning, monitoring and evaluation, including: the
general programme of work; the programme budget; performance assessment
reports; evaluation plans and reports.
The Committee has mandate
to look into, on behalf of the Executive Board matters pertaining to financial
and administrative matters, including the financing of the work of the
Organization; the annual Financial Report, and audited financial statements,
together with the report of External Auditor thereon; the annual report on
human resources; the audit plans of the External and Internal Auditors and any
reports submitted by them to Executive Board; the reports of the Independent
Expert Oversight Advisory Committee; the reports of the Joint Inspection Unit.
It is observed in this
meeting, member countries who are not members of PBAC also play a very active
role in giving interventions of a few relevant issues for example, Sweden,
United States, Mexico and Germany.
So 2 hari event ni kami hadiri, kami observe, kami memerhati, kami berdiskusi melihat bagaimana perancangan program pengurusan kewangan untuk sektor kesihatan dibincangkan.
Satu pengalaman baru yang sukar diucapkan..Alhamdulillah terima kasih Allah..
